RSJPD Harapan Kita–Tokushukai Building: Delivering World-Class Cardiac Healthcare Services

The Ministry of Health of the Republic of Indonesia has once again demonstrated its commitment to improving the quality and facilities of cardiac healthcare services in Indonesia. This commitment is reflected in the construction of a new building for the Harapan Kita National Cardiovascular Center (RSJPDHK) in Jakarta.

The new facility is named the Harapan Kita–Tokushukai Building. The project is the result of a collaboration with Tokushukai Medical Group, the largest healthcare corporation in Japan. As widely known, the partnership between RSJPDHK and Tokushukai Medical Group has been established for more than two decades.

The groundbreaking ceremony for the Harapan Kita–Tokushukai Building was held on October 8, 2024, marked by the ceremonial siren activation led by the Minister of Health of the Republic of Indonesia, Budi Gunadi Sadikin. The Ministry of Health aims to position RSJPDHK as one of Asia’s leading cardiac healthcare centers. This initiative is expected to improve the quality of domestic healthcare services while reducing the number of patients seeking medical treatment abroad.

The Harapan Kita–Tokushukai Building rises 20 stories above ground and includes three basement levels, equipped with state-of-the-art technologies for advanced cardiac healthcare services.

A similar statement was delivered by Dr. Higashiue Shinichi, Chairman of Tokushukai Medical Corporation, who emphasized that the construction of the Harapan Kita–Tokushukai Building would significantly enhance the treatment of heart diseases, including for patients who currently seek medical care overseas. “The presence of this new facility will greatly increase expectations for successful heart disease treatment in Indonesia while positioning RSJPDHK as a leading institution in Asia,” he stated during his speech at the groundbreaking ceremony.

Topping Off Ceremony
The topping off ceremony was held on April 15, 2026. This milestone marked the completion of the building’s main structural framework. The project represents the development of an international-standard cardiac healthcare facility within the Asian region.

The topping off ceremony was attended by the Minister of Health of the Republic of Indonesia, Budi Gunadi Sadikin; representatives from the Embassy of Japan in Indonesia; Chairman of Tokushukai Medical Corporation, Dr. Higashiue Shinichi; President Director of RSJPDHK, Dr. dr. Iwan Dakota, Sp.JP (K), MARS.; President Director of PT PP (Persero) Tbk, Novel Arsyad; and members of the Board of Directors.

PT PP Corporate Secretary Joko Raharjo stated that the topping off achievement reflects PT PP’s commitment to delivering high-quality projects that prioritize safety, quality, and timely completion.

“PT PP remains committed to delivering international-standard healthcare infrastructure through the implementation of modern construction technology and strict project control. This topping off achievement is concrete evidence of the hard work of the entire team in maintaining quality and project timelines,” Joko explained in a written statement on April 17, 2026.

Project Director of Tokushukai Medical Corporation, Dr. Takeki Ohashi, also expressed his appreciation for the implementation of the Harapan Kita–Tokushukai Building project by stating, “Thank you for your excellent job!” The topping off ceremony symbolizes the completion of the building structure and marks a new chapter in improving the quality of national cardiac healthcare services.

Smart Hospital Concept
The RSJPD Harapan Kita–Tokushukai Building is designed as a smart hospital. The facility is supported by various advanced features, including an integrated control and monitoring system within a single dashboard, integration with the Hospital Management Information System (SIMRS), real-time patient monitoring based on the Internet of Things (IoT), and the implementation of artificial intelligence (AI) within its security system. In addition, the project incorporates automation in both non-medical processes and operating rooms to ensure optimal efficiency and sterilization standards.

According to the President Director of RSJPDHK, Dr. dr. Iwan Dakota, Sp.JP (K), MARS., the new building not only significantly increases capacity but is also equipped with state-of-the-art technology such as hybrid operating rooms, catheterization laboratories, and robotic surgery systems. This achievement represents one of the highest levels of advancement in the Asia-Pacific region.

The Harapan Kita–Tokushukai Building adopts a futuristic architectural style. The structure is aesthetically designed while maintaining high durability. Its interior design embraces a high-tech and luxurious concept, creating comfort for both patients and visitors. The landscape concept functions as a welcoming area, circulation pathway, orientation guide, and protective buffer space.

In addition to the towering and iconic structure, the Harapan Kita–Tokushukai Building will also feature publicly accessible green open spaces. These public areas will include gardens and dining facilities.

Through strategic collaboration among various stakeholders, the project is expected to become a symbol of synergy and shared commitment in delivering modern, excellent healthcare facilities with international-standard cardiac services.

High Demand and Significant Costs
President Director of RSJPDHK, Dr. dr. Iwan Dakota, Sp.JP (K), MARS., explained the rationale behind the expansion and development of RSJPDHK. First, there is high demand due to the high mortality rate associated with heart disease. Second, cardiac treatment requires substantial healthcare funding, as reflected in BPJS data. Waiting times for surgery are also considerably long, ranging from three to six months, and can reach up to two years for pediatric heart disease cases. This development is also aligned with directives from the Minister of Health to provide the best possible healthcare services, considering RSJPDHK’s role as the highest national referral center for cardiovascular care.

Iwan Dakota further explained: “There are two major initiatives we are developing. First, expanding and increasing the capacity of the national referral center. Second, developing regional general hospitals as part of the national cardiovascular network mentorship program. Through these two efforts, we hope cardiac healthcare services can achieve their targets while improving accessibility.”

RSJPDHK is the National Referral Center for Cardiovascular Disease
Minister of Health Budi Gunadi Sadikin revealed that the construction of the new building will increase surgical capacity from 4,000 to 7,000 procedures annually, making RSJPDHK the largest cardiovascular center in ASEAN and the third largest in Asia after China and India. Furthermore, the new building will strengthen RSJPDHK’s role as the national referral center for cardiovascular disease treatment.

“This will become the central hub for hospitals, where the most complex cardiac cases will be referred,” said Minister Budi during his groundbreaking ceremony speech.

The Harapan Kita–Tokushukai Building project is designed as a 20-story tower with three basement levels. The building stands on the former site of Building One Care Facility, which was demolished, covering a land area of 8,653.7 square meters. The main building has a total floor area of 61,853 square meters and a ground floor area of 4,095 square meters. The hospital will provide a total of 462 beds and will be equipped with a helipad to accommodate patients transported via air ambulance, with a capacity of 5.6 tons. The total construction cost is estimated at IDR 1 trillion, funded through a grant from Tokushukai Medical Group.

RSJPDHK is a specialized hospital serving as the national referral center for cardiovascular disease treatment and management.

As the National Cardiovascular Center, RSJPDHK not only provides cardiac healthcare services but also serves as a center for education, training, and research in cardiovascular medicine.

The “Three Diamonds” Integrated Healthcare Area
RSJPDHK is located at Jalan S Parman Kavling 87, Slipi, West Jakarta. The new building is flanked by Harapan Kita Women and Children Hospital, which is located within the same complex as RSJPDHK, and Dharmais Cancer Hospital nearby. This area is known as the “Three Diamonds” district — an integrated healthcare zone consisting of the three largest hospitals under the Ministry of Health of the Republic of Indonesia.

Several accessibility options are available to reach the main Harapan Kita–Tokushukai Building. Pedestrians and public transportation users can access the building through pedestrian pathways along Jalan S Parman. Ambulance access to the emergency department is directly connected through a dedicated entrance from Jalan S Parman.

To facilitate ambulance access from the Dharmais Hospital toll gate exit, a flyover connection is also planned, enabling the Three Diamonds district to become a fully integrated healthcare complex.

The construction of the Harapan Kita–Tokushukai Building stands as a tangible symbol of the government’s commitment to providing modern healthcare facilities with internationally standardized cardiac care services.
